FY 2019/2020 Budget Schedule

There are a TON of meetings about the budget that take place in Council Chambers at City Hall and hey guess what, they are all open to the public! The meetings are series of presentations from various departments and then meetings about amendments to the budget. Big dates to know are: March 6th (Mayor Levar Stoney will submit his proposed budget to Council), April 10th (Council submits proposed Capital Improvement Plan amendments), April 19th (Council priority rankings and any other reductions, revenues, or text amendment proposals are due), April 23rd (PUBLIC COMMENT ON THE BUDGET!), May 15th (budget vote).

  • March 6th at 3PM: Mayor submits proposed Richmond Government Budget
  • March 12th: Budget Work Session 1- 21st Century Richmond
    • 9AM-12PM: presentations on Richmond Government Budget Overview, Public Schools, Public Utilities
    • 1PM-3PM: presentations on Economic &Community Development, Planning & Development Review, Parks Rec & Community Facilities
    • 4PM: regular Informal Council Meeting
    • 6PM: regular Formal Council Meeting 
  • March 19th: Budget Work Session 2- Strategic Infrastructure
    • 9AM-1PM: presentations on Public Works (parking & fleet), Information Technology, Richmond Capital Improvements, Council Offices (Assessor of Real Estate; Attorney; Auditor; Clerk; Chief of Staff; Council)
    • 4PM-8PM: amendment proposals on Public Schools, Public Utilities, Economic & Community Development, parks rec & community facilities
  • March 26th: Budget Work Session 3- Strong Future
    • 9AM-12PM: presentations on Social Services, Community Wealth Building, Library, and Justice Services

    • 1PM-3PM: amendment proposals on Police, Fire and Emergency Services, Emergency Communications, Sheriff, Commonwealth's Attorney, Adult Drug Court, Courts (General 13th District, Circuit, Other Courts, Juvenile, & Domestic Relations), Animal Care and Control

  • April 10th: DEADLINE FOR COUNCIL TO SUBMIT PROPOSED CAPITAL IMPROVEMENT PLAN AMENDMENTS (balanced)
  • April 16th: Budget Work Session 6: General
    • 9AM-1PM: amendment proposals on Finance/Risk Management, Human Resources, Procurement, Non-Departmental, Budget, Chief Administrative Officer, Treasurer, General Registrar of Voters, Mayor, Minority Business Development, Press Secretary
    • 4PM-8PM: Begin to balance proposed Richmond Capital Improvement Plan amendments
  • April 19th: DEADLINE FOR COUNCIL PRIORITY RANKINGS AND ANY OTHER REDUCTIONS, REVENUES, OR TEXT AMENDMENT PROPOSALS DUE
